The Joint Federal Action Oversight Committee, co-chaired by Senate President Bill Ferguson and Speaker of the House Adrienne Jones, will meet again on Monday, August 11th, 2025 at 2pm via Zoom. This committee was formed in April 2025 by the co-chairs, with the goal to monitor and keep the General Assembly aware of changes in federal policies, funding, and regulations. This oversight enables the General Assembly to respond efficiently and effectively to safeguard the interests of Maryland and its residents. The Committee is comprised of twenty-six members, with the Senate President and House Speaker each appointing twelve members respectively.
The Committee’s first meeting
on June 25th included presentations on the fiscal effects of recent federal actions on the state’s budget by the Department of Legislative Services’ (DLS) analysts and federal relations officials from the Moore/Miller administration. David Romans with DLS noted that the cuts for FY26 were “not as horrible as we had worried about” during the ’25 legislative session, but that incoming cuts would be “more significant.” He further discussed that federal funding cuts to Supplemental Nutrition Assistance Program (SNAP) and Medicaid would likely increase state costs by roughly $100 million in FY26. As reported by Maryland Matters, Senate President Ferguson said “The necessity for a special session is probably less than it was when we left in April. But there are still enormous questions out there that could shift things at any point.” Ferguson continued to say “It does look like … we will have time to deal with a lot of these issues in January” when the 2026 General Assembly assembles again. “And that the administration will have enough flexibility in the meantime to deal with some of the more pressing pieces and components of the [federal budget reconciliation] bill.”
