Maryland Governor Wes Moore, along with Senate President Bill Ferguson and House Speaker Joseline Peña-Melnyk, today announced a comprehensive legislative package known as the RELIEF Act(HB 1532) that will help reduce energy costs for Marylanders while also strengthening Maryland’s energy system. The plan is expected to save Marylanders at least $150 per year in energy costs.

The plan represents a joint effort between the Moore-Miller Administration and the General Assembly to boost in-state energy production, modernize the electric grid, and increase oversight of utility companies. The plan is expected to save Marylanders at least $150 per year in energy costs.

“Marylanders deserve energy bills they can afford,” Governor Moore said, pointing to rising utility costs and challenges with regional grid operators such as PJM Interconnection.

The plan includes a $100 million refund to ratepayers, new incentives for local renewable energy generation, and investments in grid-enhancing technologies that can help reduce costs in the long term.

Also included are provisions that increase oversight of utility spending and eliminate profit incentives for regional transmission participation. The changes will save ratepayers an estimated $20 million per year.

The proposal also includes provisions that place limits on large energy users such as data centers and require them to cover the costs of energy infrastructure upgrades.

The legislation will reach the full House floor in the coming days.
